The organization acts as as a centralized empire, under the rule of Lord Frieza, and formerly King Cold. The organization conquers planets across Universe 7, and exploits their natural resources, sells the planets off, or enslaves the local populations. The organization notably enslaved the Saiyans of Planet Vegeta to assist its conquest of Universe 7, but Lord Frieza later decided to genocide the Saiyans by blowing up Planet Vegeta, only a few Saiyans surviving. Akira Toriyama wrote Lord Frieza’s character inspired by [[Timocracy|real estate speculators]], calling them “the worst kind of people.” Not much is known about how King Cold ruled his empire, but much is known about how Frieza ruled his empire. He routinely tortures and kills the inhabitants of planets he's conquering and other members of the Frieza Force. Before his defeat by Goku, and later Future Trunks, he tended to not conquer planets himself, preferring to send his soldiers to do it for him, but now he has a far more hands-on approach, and brutalises far more people because of it, often for his own personal satisfaction. Much of the Frieza Force doesn't follow Frieza out of adoration, but out of fear.
